Important Update: HUD Re-Opens the FY2024-25 Two-Year Notice of Funding Opportunity (NOFO) CoC Program

HUD reopened the FY 2024-25 NOFO CoC Program on 1/8/2026. Please see below a synopsis of events leading up to this release.

  • HUD released the FY 2025 NOFO on 11/13/2025
  • HUD fully rescinded the FY 2025 NOFO on 12/8/2025
  • HUD posted the New FY 2025 NOFO on 12/19/2025 following the court hearing for public review
  • Court Order issued on 12/23/2025
  • Per the Court Order, HUD released a FY 2024-25 CoC NOFO Implementation Plan on 12/30/2025 with NOFO and a revised implementation plan on 1/12/2026
  • SNAPS email released with renewal procedure on 1/8/2026
  • HUD released the re-opened notice of the FY 2024 and FY 2025 Continuum of Care Competition and Renewal or Replacement of Youth Homeless Demonstration Program Grants on 1/9/2026.

At this time NC-504 will move forward with the FY 2024 and FY 2025 two-year NOFO non-competitive Renewals process. There are no reallocated, CoC Bonus, or DV Bonus funding available at this time.

NC-504 will continue to follow the court actions and provide information and updates when made available by HUD.

The Guilford County Continuum of Care (Guilford CoC) coordinates funding efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness.

Important Update on the FY25 CoC NOFO Competition

After 2 p.m. EST on December 8, 2025, HUD issued an update on its website and removed the FY25 NOFO Competition from its posting on grants.gov. Please see the language on the HUD CoC Competition Page.

We will release more information as soon as it is available.

The application deadline is now closed. 

The following documents remain available as an archive.

HUD has not yet released detailed instructions for the Consolidated Application and the New/Renewal Project Applications.

Please complete the project application in e-Snaps (when available), but DO NOT SUBMIT. Download a PDF copy of the draft completed project application and submit the individually labeled supplemental documents via zip file via email to infoCoC@guilfordcountync.gov

*Tier 1 is set at 30 percent of the CoC’s Annual Renewal Demand (ARD). The estimated ARD for Guilford County is $2,586,334; the estimated Tier 1 is $775,900, the estimated CoC Bonus is $775,688, and the estimated DV Bonus $387,844 in this competition. 

New Projects may also be funded through reallocation of renewal projects or the CoC Bonus for these eligible activities:

  • Transitional Housing (TH)  
  • Permanent Housing (PH-PSH)
  • Rapid Rehousing (PH-RRH)
  • Supportive Services Only (SSO) Standalone
  • Supportive Services Only (SSO) - Street Outreach
  • Supportive Services Only (SSO) - Coordinated Entry
  • Homeless Management Information System (HMIS)
  • Domestic Violence (DV) Bonus - (Only SSO-Coordinated Entry, Rapid Re-housing and Transitional Housing projects)

Renewal Projects May Apply for: 

  • Joint Transitional Housing/Permanent Housing-Rapid Rehousing (Joint TH/PH-RRH)
  • Rapid Rehousing (PH-RRH)
  • Permanent Supportive Housing (PH-PSH)
  • Supportive Services Only- Coordinated Entry
  • Homeless Management Information System (HMIS)

Letters of Intent Submission Period is Now Closed

The Letter of Interest (LOI) form submission is closed as of 5 p.m. on Friday, Nov. 21, 2025.
