Planning and Zoning

The Planning and Zoning Section is responsible for a wide range of activities associated with land development, including long-range planning and development review. The section develops and manages future growth plans, reviews land development plans, and is responsible for Zoning Enforcement. Planning and Zoning  also supports the activities of the Historic Preservation Commission, and provides staff support for the Guilford County Planning Board and Board of Adjustment. The section also coordinates the Technical Review Committee, a multi-agency committee that reviews major development projects in the county. 

Planning and Zoning also provides planning services for unincorporated Guilford County and provides services through contractual agreements to the towns of Pleasant Garden, Sedalia, Stokesdale, and Whitsett. Learn more about these other jurisdictions within Guilford County.

The Geographic Information Services (GIS) division is responsible for assigning and modifying street addresses within unincorporated Guilford County, and through contractual agreements the Towns of Stokesdale, Oak Ridge, Pleasant Garden, Sedalia and Whitsett. The GIS Division is also responsible for the management of the master road name database for all of Guilford County. This requires coordination between Municipalities within Guilford County, Emergency Services, Guilford Metro  9-1-1, and developers for standardized road naming.

Petitions for street name changes shall be submitted in writing for consideration by the Guilford County Planning Board, and upon appeal, by the Board of County Commissioners.

The Guiding Guilford Moving Forward Together Comprehensive Plan (Plan) is the product of approximately two years of collaboration between Planning Staff, a citizen steering committee, and focus groups. The Plan was adopted by the Board of County Commissioners on September 4, 2025, following an extensive and robust public engagement process. The Guiding Guilford Moving Forward Together Comprehensive Plan reflects a vision and framework for community goals, policies, and programs to guide future growth and development through 2045. The Plan covers a wide range of topics, including future land use, transportation, housing, governmental coordination, and natural, historic, and cultural resources. While the Guiding Guilford Moving Forward Together Comprehensive Plan contains the general policy of the Guilford County Board of Commissioners to be used as a guide for the scheduling of capital improvements, preparation of budgets and ordinances, and operating procedures to implement, the Plan also may be amended from time to time.
