The Planning and Development Department administers Guilford County’s housing programs which provide home rehabilitation to low to moderate income property owners, and assists community-based non-profit organizations and developers in creating affordable housing for low and moderate income families.
HOME Program (HOME Investment Partnerships Program)
Guilford County is a member of a local consortium that receives annual funding from the federal HOME Program. Guilford County uses its annual funding and matching funds for site development activities related to new construction by one or more non-profit homebuilding organizations and for the administration of projects. Guilford County is required to provide matching funds of 25 percent, which must specifically be used to fund water and sewer infrastructure for a project.
HOME provides grant funds to develop affordable housing for low to moderate-income families and to build the capacity of non-profits that develop such housing. Low to moderate income families, for the purpose of this program, are those whose annual household incomes do not exceed 80 percent of the household median income for the area (adjusted for family size). Together, the consortium establishes priorities and objectives that guide the selection of projects for a five-year period and benchmarks to measure success. Previously funded projects include Habitat for Humanity and the West Macedonia Redevelopment Area of High Point.
