Guilford County Unified Development Ordinance (UDO) Article 9.3 Flood Damage Prevention sets forth County rules and regulations that apply to Special Flood Hazard Areas (SFHA) as depicted in the effective FEMA NFIP Flood Insurance Study (FIS) and Flood Insurance Rate Map (FIRM).

Amendment to UDO Article 9.3 Flood Damage Prevention no-fill in floodplain provision to allow fill for restoration of natural floodplain functions including related clarifications and formatting revisions.

NFIP Regulations (as referenced in FEMA 480):

For a community to participate in the National Flood Insurance Program (NFIP), it must adopt and enforce floodplain management regulations that meet or exceed the minimum NFIP standards and requirements. These standards are intended to prevent loss of life and property, as well as economic and social hardships that result from flooding.

NFIP requirements can be found in Title 44 of the Code of Federal Regulations (CFR). Most of the requirements related to a community’s ordinance are in Parts 59 and 60. Mapping regulations are in Parts 65 and 70.
