Shelia Stokes Named as Social Services Deputy Director

Guilford County Division of Social Services (GCDSS) is pleased to announce the promotion of Shelia Stokes to Deputy Director of Social Services.

In her new role, Stokes will oversee the implementation and coordination of GCDSS programs and services, ensuring alignment across internal operations and external partners. She will also provide leadership for the agency’s service divisions, including transportation, human resources, planning, and professional development.

Stokes brings more than 25 years of leadership experience in social services and behavioral health systems. From 2019 to 2025, she served as Division Director for the GCDSS Division of Children’s Services. She began her career in Guilford County in 2004 as a social worker. Since then, she has held several key roles, including Program Manager, Quality Assurance and Training Supervisor, Social Work Supervisor, and In-home Services Social Worker.

“Shelia’s leadership, experience, and deep commitment to social work and public service make her well-suited for Deputy Director of Social Services,” said Sharon Barlow, Guilford County Social Services Director. “Throughout her career with Guilford County, she has led with integrity and purpose. I am confident she will continue to strengthen the agency’s effort to protect vulnerable individuals and support families in achieving stability and long-term well-being.” 

Stokes holds a bachelor’s degree in social work from the University of North Carolina at Greensboro. 

Stokes assumed her new role on April 6.
