Grading Permit Requirements:
A grading permit is required for land disturbance that is equal to or greater than one (1) acre, including land disturbance within a larger common plan, or overall tract of land, where the disturbance is non-contiguous.
The following items are needed to apply for a grading permit:
- An Erosion Control and Sediment Control Plan prepared and sealed by a registered professional engineer, architect, landscape architect, or registered surveyor, submitted through the Civic Access Portal.
- A grading permit application including a financial responsibility statement.
- Registered agent information must be included when either or both of the conditions below apply to the Financially Responsible Party.
- If the Financially Responsible Party is a domestic company registered on the NC Secretary of State business registry.
- If the Financially Responsible Party is not a resident of North Carolina.
The original wet-signed grading permit application and signed and notarized hardcopy of the financial responsibility statement must be mailed to the address listed below.

- Registered agent information must be included when either or both of the conditions below apply to the Financially Responsible Party.
- A copy of the current deed.
- If the Financially Responsible Party is not the owner of the land to be disturbed, include with this form the landowner’s signed and dated written consent for the applicant to submit a draft erosion and sedimentation control plan and to conduct the anticipated land disturbing activity.
- Erosion control surety in the amount of $1,500.00 per acre disturbed, to the nearest 1/10 of an acre. (Sureties for demolition landfills are $2,000.00 per acre).
- Sureties include Land Improvement Bond, Irrevocable Letter of Credit, Guilford County Improvements Performance Guarantee Agreement, Administrative Hold on Savings Account or CD Sample – Copy, cash, and cashier’s check made payable to Guilford County.
- Payment of the grading permit fee based on disturbed acreage (see fee schedule).
