Deputy County Manager

Toy Beeninga serves as Deputy County Manager. 

Beeninga serves as a key leader in the organization, providing strategic oversight for cross-departmental, inter-local and regional projects in economic development, capital and infrastructure planning, district court collaboration, non-profit engagement, legislative affairs and the County’s strategic plan. 

A Guilford County native, Beeninga manages internal support departments, including Information Technology, Facilities, and Fleet Management, and direct two Special Project Managers within the County Manager’s Office. In addition, he serves as a liaison to the Register of Deeds, the Tax Department, and the Board of Elections.  He supports staff and oversees agenda setting for county committees, advisory boards, and task forces.

In January 2022, Beeninga became Budget and Management Director for Guilford County where he stewarded the annual budget while leading a team committed to developing structurally balanced budgets. He was instrumental in collaborating with multiple county departments, the Board of Commissioners, the school system, rural fire districts, and other partners in advancing the County Manager’s vision of shaping a livable community.

Beeninga previously served as assistant director of budget and management services with the city of Raleigh and as a senior budget and management analyst with the city of Fort Lauderdale, Fla. He holds a bachelor’s degree in political science from the University of North Carolina at Chapel Hill and a Master of Public Administration (MPA) from North Carolina State University. He is a former International City/County Management Association (ICMA) Management Fellow and is an Eagle Scout.
