Data integration is the foundational work of making it possible to access and analyze data across organizational and system boundaries. For Guilford County, that means building the technical infrastructure, legal frameworks, and partnerships needed to link data from multiple sources. Our primary work in this area is building an Integrated Data System.

What is an Integrated Data System

An Integrated Data System (IDS) is a collaborative approach that enables the management, linkage, and responsible use of administrative data across multiple entities, systems, and agencies. It includes:

  • technical infrastructure needed to securely connect data
  • people and relationships that make data integration possible
  • governance framework that ensures data use is appropriate, ethical, and legally compliant

How Integrated Data Systems are Used

Integrated data systems generally support uses across three core purposes:

  • Indicators and Reporting
  • Analytics, Research, and Evaluation
  • Operations and Service Delivery

How an Integrated Data System Supports the County

Better Decisions

Integrated data helps County leaders and departments make more informed decisions about programs, services, and resource allocation by providing a more complete picture of community needs and service outcomes.

Service Coordination

By responsibly connecting data across systems and departments, the Integrated Data System helps identify service gaps, reduce duplication, and support more coordinated service delivery for residents.

Responsible Data Use

The Integrated Data System is designed with strong governance, privacy protections, and security safeguards to ensure data is used ethically, transparently, and in compliance with legal requirements.

Integrated Data System Implementation

Implementation of the Integrated Data System began in 2026 and will continue through 2028 as governance, infrastructure, and use cases are developed.

Guilford County has selected Asemio to provide the technical platform that supports secure data ingestion, data linkage, and analytics. The platform will enable the County to connect data from priority sources while maintaining safeguards for privacy, security, and responsible data use.

Asemio Kickoff -  Completed

Asemio project officially begins.

Discovery and Use Case Workshop - Completed

County staff meet to build a shared understanding of the IDS and identify early, high-value use cases to guide initial development. 

Soft Launch - In Progress

The IDS foundation is in place. Vision and priorities are defined, governance frameworks are established, and the technical environment is ready to begin pilot work.
