Guilford County Names Beeninga Deputy County Manager

Budget Director Toy Beeninga is Guilford County’s new Deputy County Manager. In this new role, he will serve as a key leader in the organization, providing strategic oversight for cross-departmental, inter-local and regional projects in economic development, capital and infrastructure planning, district court collaboration, non-profit engagement, legislative affairs and the County’s strategic plan. 

A Guilford County native, Beeninga will manage internal support departments, including Information Technology, Facilities, and Fleet Management, and direct two Special Project Managers within the County Manager’s Office. In addition, he will serve as a liaison to the Register of Deeds, the Tax Department, and the Board of Elections.  He will support staff and oversee agenda setting for county committees, advisory boards, and task forces. 

In his current role, Beeninga stewards Guilford County’s more than $840 million annual budget while leading a team committed to developing structurally balanced budgets. He has been instrumental in collaborating with multiple county departments, the Board of Commissioners, the school system, rural fire districts, and other partners in advancing the County Manager’s vision of shaping a livable community.

“Toy has been an invaluable member of the county leadership team since his tenure began four years ago,” said Guilford County Manager Victor Isler. “I’ve been impressed with his expertise in preparing and leading county staff through the annual budget development process, working closely with Guilford County Schools on the $2 billion bond package, and his dedication to moving Guilford County forward. I’m honored that he has accepted the Deputy County Manager position and look forward to his leadership and innovation in this role.”

Beeninga previously served as assistant director of budget and management services with the city of Raleigh and as a senior budget and management analyst with the city of Fort Lauderdale, Fla. He holds a bachelor’s degree in political science from the University of North Carolina at Chapel Hill and a Master of Public Administration (MPA) from North Carolina State University. He is a former International City/County Management Association (ICMA) Management Fellow and is an Eagle Scout. His first day as Deputy County Manager is Monday, Feb. 9.
